Power Plant is the largest Tier 2 puzzle by raw footprint — four cooling towers, multiple industrial buildings, a green → blue card progression with a single fuse, and one of the most-photographed monument silhouettes in the game. No scientist defenders despite the size; the threat is purely other players using the multi-building layout for ambush.

Power Plant's combination of large footprint and zero scientist defenders makes it the highest-loot safe Tier 2 in Rust. Where Airfield trades higher loot for scientist combat, Power Plant gives you similar loot density without the PvE risk — purely a player-vs-player monument.
The four cooling towers are the visual hallmark of the monument and a reliable loot source. Each tower has both ground-floor and apex loot rooms, often overlooked by quick sweeps. Including the towers in your sweep adds significantly to the run's total value.
Power Plant is a frequent mid-wipe destination because the workbench access plus multiple Elite Crates makes it a reliable component pump. Solo and duo players can cycle through Power Plant every few hours — clear, recycle on-site, return to base, repeat — without the scientist-respawn timer of Airfield slowing things down.
