Small Harbor is one of the green-card Tier 1 puzzle monuments and a coastal staple of every Rust map. A single green keycard plus one fuse opens the puzzle building, and the reward is a Blue Keycard plus mid-tier crate loot. The harbour also has a recycler on Pier 1 and a public oil refinery on Pier 2 (pre-loaded with 100 wood on fresh wipes). No scientists, no radiation. One of the lowest-difficulty monuments in the game.

Small Harbor is one of the green-card monuments alongside Large Harbor, Sewer Branch, Satellite Dish and The Dome. The fast clear time and Blue Keycard reward make it part of most solo and duo wipe-day routes — chain it with another green-card puzzle on the same trip to use the keycards before they expire.
The coastal location adds a secondary use: when the Cargo Ship event spawns offshore, Small Harbor is a natural recycle-and-stage point on the way back. The on-site oil refinery is often the closest free refinery to mid-wipe boat content. Mid-to-late wipe, Small Harbor is also a frequent boat-spawn point for players running offshore content.
The Blue Keycard reward is the strategic prize — it lets you progress to Airfield, Trainyard, Power Plant or Water Treatment for elite-tier loot. The Military Crates around the harbour add components and tier-2 ammo on top, and a clean sweep typically nets 80-150 scrap plus the keycard itself.
